Westminster Council planning officer recommending “refuse permission” for 23 flats on Newman Street

A Westminster Council planning officer is recommending refusal of an application to convert an office block at 50-57 Newman to 23 flats and extensions to the building.

The officer in a report to be presented to council’s planning committee on Tuesday 10 December recommends refuse permission because of “absence of on-site affordable housing contrary to Policy S16 of Westminster’s City Plan and H4 of the Unitary Development Plan and lack of parking”.

Fitzrovia Neighbourhood Association raised concerns about lack of affordable housing.

The applicant, Newman Street Ltd, is not offering any affordable housing on-site, and is only offering £1.5m towards Westminster’s affordable housing fund.

The City Council say a financial contribution of £6,744,000 could be offered by the applicants.
